My ocherese Toll is 3. She likes to hide behind my legs when we have people over. I learned to keep her on a leash when people come in, until she sees she shouldn't be afraid. I normally say my hellos get everybody settled while she's on the leash and feels like she is in 'training mode'. I let her get a toy and try to get her to relax by distracting her. Then, after she has seen us just chatting with 'the new scary people' and that everything is normal, I take her to meet everybody one at a time. I warn people to let her sniff their hand and if she doesn't want her head petted right away just give her some time. Then, I let her go back to her toy. Eventually, after an hour or so, she stops being nervous/too excited to stop shaking and I can take the leash off and she goes back to being a normal dog. I had one guy she couldn't get used too, so we had him feed her a dog snack every time he came over, that worked wonders for her, but I don't do that with everyone since that many snacks would make her pudgy.
She still backs away when people pet her head, she prefers having her side petted, but she is very small (8lbs) so I think some people are just too rough for her. Remember to train your guests as well as the dog, Toll doesn't like loud noises or really enthusiastic dog people, it may be you have a sensitive ocherese too.
